Sometimes you have to reach for stuff that may not obviously alter transients, such as FXpansion Maul. It's free, so no complaints, and when it works, you know within 10 seconds. Usually one will want to use a transient shaper on drums, not always, but often so. The wide range of program material, of which one wants to alter, and the wide range of plugins, of which one will try to use to change such program material, makes this a difficult subject.
